Someone gave me a SEGA hi-top? machine. Need help getting it to pay out. all appears to be functioning but I cannot see what is wrong

are the fingers going thur holes in reel disc?  if not there a leaver that you have to move  about 1/2 way up on left rear side of mech

The fingers do go through the reels. I am  not sure of what has to happen in order for it to pay out. and it was working before. So the fingers go through the reels then what does that trigger?
