To quote the website:
When a CERONIX assembly falls outside of this warranty period, there is a "Flat Fee" repair cost of $45 per assembly with the following conditions:
LCD Repair: Cost excludes physical/mechanical damage to the LCD panel and Touch Screen
CRT Monitors: Cost excludes physical/mechanical damage to the CRT and Touch Screen. Additionally, "Burn In" of the CRT is not covered under warranty.

jay:
When the good monitor is plugged in..... run your finger across the screen. You should feel high voltage static.
Next plug in the bad monitor..... do you get the same static or nada ?

If you have the same static then its something in the image processing. Ie bad capacitor, voltage regulator etc.
If its nada (to the static) then its generally something like the high voltage transistor.

Tubes rarely go.....

rdgfx3:
Turn it on and see if you notice any glow from the neck of the picture tube. If it glows, that's a good sign.
