I have a strange one for you. IGT Red White Blue. I get a 3100 Code ( hopper ) and the arm won't pull with 3 coins inserted, but the play 3 credits works and the spin reels button doesn't work. The machine plays fine with the play 3 credits button. Any thoughts ?

There is a solinoid that controls the arm.
      I would check if it releases when you apply power. If it does follow the wiring.

The Spin Reels button or more likely its wire sound defective.
    1. Open the door. Observe when you press the spin wheels button if the micro switch gets pressed. If so check it with a multimeter to see if it does close.
       - on one of my slots one of my buttons stopped working but it turned out that the plastic had just decinegrated. The microswitch was just fine but I had to replace the button.

Finally I think the spin wheels and the slot arm are wired in parallel I am really leaning towards this being a wiring problem. Most likely something simple.

If the game is showing a 3100 tilt, it shouldn't do anything -- the Play 3 Coins button shouldn't do anything until the tilt is cleared.  Very strange indeed.

Have you tried a RAM clear?  It sounds like something is amuck in the programming.

Is the "3100" code displayed before you hit the Max bet button?
or does the "3100" code come up after  you complete a 3-bet play ( or a "Play 3" button) ?
Also, is your"Bet One Credit" button working correctly?
