I have a blacked out Tovis monitor #MTG-1702PU, when I plug the monitor in I get a clicking sound coming from IC101. I looked up the IC on the internet and the datasheet says it is a OFF-LINE QUASI-RESONANT FLYBACK SWITCHING REGULATORS, could this be the problem? or could it be a bad flyback?

Any help would be great
