This is available locally to me in a classified ad. States it is a dollar machine but power cord is locked inside and he lost keys (probably thru them away so you can't test it) and he is asking $150.oo OBO. I was going to offer a max of a $100. Do you guys think this is a reasonable offer since I cant test it?

Leave it alone, but if you do get it open, you will find a dead battery, ram error, possible bad power supply, and every time you power down and go to power up you will hate yourself for buying it

These things eat batteries like you wouldn't believe...
They have to be "ON" all the time or you'll be doing battery changes like crazy.
The only way out I've heard is hooking the MPU to some type
of a battery charger that sends a small trickle charge to keep the batteries alive.
You might  be getting yourself into some expenses that weren't part of your "enjoyment" equation...
