Hi all, i changed out all the "bad" caps; but the monitor still not power up. Any suggestion.

Sounds like a power problem.......

Have you checked (with a meter) to see if you are getting power where you think you should be getting power ?

Next I would go after the high voltage transistor.... these were the common cause of lost high voltage

I now see only the thick red horizontal line at the center of the screen. Any suggestion.

Thats indicitive of a vertical output problem.
The 1970's fix to this was to hit the side of the TV.

It usually meant that you had a cold solder
Given that you just replaced your caps....

I don't want to sound insulting in anyway but when you replaced your caps you were concious of the +/-'s
