Is it a WBA?  If so can you pull it out and look at the dip switches on the side?  They should all be in the up position.

Do you know where the machine was from?  If it was from New Jersey or has New Jersey software in it, it likely has acceptance of $1 bills disabled.  What kind of $5 bills are you trying?  Do you have any older style $5s to try (instead of the new "color" $5s with the purple "5" in the corner)?

the Cashflow has a "coupon" that you can insert to enable/disable different bill denoms and tickets; maybe give that a shot?
