I am going to try and re run the set chip tonight.

In the self test menu screens, does the bill validator show that it's enabled or disabled?  If it shows enabled, the set chip can't enable it more.

does anyone know if all the dip switches should be set to off ?

Yes, the DIP switches should be off.  Here are the DIP switch settings for the DBV-200 with ID-022/ID-023 software:

Switches 1-6, "ON" will reject the denomination listed, "OFF" will allow acceptance:

1. $1
2. $5
3. $10
4. $20
5. $50
6. $100

Switches 7-10 should be off for ID-022.  If you flip switch 10 on, then it's set for ID-023.  Always make all changes to the DIP switches with the power off.

Did you check the power supply.....

In Reply #4 he mentioned that his has the vent slots in the power supply.

Please test with a $1.00 bill.
If this is accepted - you might have the protocol wrong for the dbv.

i tried it with every denomination and it will not even try to accept bills. I put the 145 back on and it takes $1 bills with no problems. I think I need to get a new dbv 200, I had mine tested and they said it was working fine but I can not come up with anything else to try.

If it's not even trying, you're down to the DBV-200 head or the power supply.  Since you said the power supply has the vents on it, I'm guessing the 200 they sold you is dead.
