I'm not sure what the Double Blackjack machine is.  I'm thinking maybe a PE or PE+ cabinet, but pics will help more than anything else.

Does the new BV have the right software in it?  I'm guessing that it has a DBV-45 or 145.  It sounds like the old one is fried, but the chip from it is probably ok and may fix the problem if you put it in the new one.

There is an IGT S+ theme called Double BlackJack, so it may not be a PE or PE+

http://www.newlifegames.net/igtbible/IGT%203CM/Game%20Library%20-%20S-Plus%20-%20Double%20Black%20Jack%20(3%20Coin%20Multiplier.htm

I always suggest: Please Post Pictures It makes it easier for folks to identify your machine.

i think i see them tabs you circled but i think they are lined up but still the light on the front will not light up i seen on one thread to turn the dip switches 1 2 3 8 on then turn 8 off you will hear the bv whirl then the light on the front blinks so i know the bulbs are good and the bv is working because it run a bill thru without the cash box in with these switches on

The lights will only light up when the BV is ready to except a bill, If the BV isn't installer properly it's not ready.  To see in the tabs are in place, loosen the two thumb screws in front. while holding the front down, gently press on the red lever, if the rear of the transport rises it's not properly installed.

What model DBV is it? If it's a DBV-200 does your BV power supply have the vent slots in it? What are the BV head DIP switch positions? Typically they will be all off on a S+ DBV-200. Might try #10 both ways.

WBA 12/13 is the model of the BV.  If it has a replaceable EPROM in the bottom it's a WBA-13, if not it's a WBA-12.  They work exactly the same except for how you change the version of software.

I'm not positive what ID version the S+ is supposed to have, but I think it was supposed to be ID 22/23.  If so then you have the wrong version of software in the new BV.  Yours is ID 024, from what you stated earlier.

Who has a S+ with a WBA?  What ID version does it use?  Scratch Head

OK, from what I've been able to find out, the S+ uses ID 022/023.  So your problem is most likely just the wrong version of software.

If it has an EPROM, it's a simple matter of replacing it with the right one.  If it is a flash model, you will have to have it reprogrammed by someone with the equipment and software.  I'm pretty sure one of the vendors here can do it, but not positive.

That is JCM WBA and not a DBV 145, 147, or 200

Please post a picture of the machine,

IF you do have a S+ that WBA is not the correct one for your S+ It has firmware for the S2000, I-Game platforms.

S+ with a WBA 12/13 is rare.

The one you have will work.  You just need the right software, ID 022/023.

As noted above
:
If it has a replaceable EPROM in the bottom it's a WBA-13, if not it's a WBA-12.

So look on the bottom of the unit and see if there is a socketed EPROM. If so, you can just buy the right chip from one of the vendors here. If not, then it will need to be sent in to be flashed.

Posting pictures also really helps.
