I have a Cherry Master with monitor issues. Some times when I turn it on it just stays green or has lines running thru it and sometimes it works fine. Is it the monitor or is there some electronic gizmo that has blown that is the issue ? I am afraid to open up the back and start tinkering since I read that the tubes discharge high voltage if the wrong thing is touched. Help please !

That looks like a bad clock driver or crystal.

That's what a Neo Geo board looks like when the crystal is bad or the 74LS368 IC that drives it has gone south.

It looks like the monitor is working and has good sync. I suspect it's displaying what it is being sent. Check grounds loose or open. Check power supply rails (12=11.8 to 12.5 and 5=4.75 to 5.20).
If all that looks good, look at the video source....

Thank you for the help. Attached is another picture. Where do I look for the referenced areas in the game ? Are they in the cabinet or up near the monitor ?

If you look at the contacts on your board(your PCB board),you will see how the "copper" is faded on some of your contacts. As you have the display up,pull the harness connection back and forth some and you should see a difference. You can try to clean the contacts with a pencil eraser.
