I want to create a windows version of it.

It would be for NLG members home use only.

But I need to figure out how the data is received and transmitted (commands, etc) I know it is standard serial RS-232

The Computer is wired as a Data Terminal Equipment (DTE) device and Mikohn controller is wired as Data Communications Equipment (DCE) a modem
That is why a straight cable with the jumper will work with controller.
Mikohn just forgot a handshake signal.

The PC to the controller is Rs232.

However the interface from say a CON1 to a LED4 or LED5 is a 2 wire interface and I believe that is RS422.

Try running it in a command prompt window -- based on that description, it may be a DOS-based program.
