Netplex devices are:

VFD
Printer
Bill Validator
Spectrum II
Top Box Bonus Computer/Display

As you can see it can be a multitude of problems. The power supply seems to be
the problem with a lot of fixes. Sometimes as simple as reseating the power supply
or changing it with a spare. Sometimes it is a connection to one of the above listed.

There is a lot of discussions by using the Search button "Netplex Link Down" that may
help.
