So I've tested the capacitors with an ESR meter and found some capacitors bad. Should I replace just the bad capacitors or all of them since I'm already there??? I've heard that capacitors have a shelf life? ......So I tested some from the shelf and they tested worse than then ones I pulled from the board. I put the bad ones tested back on the board and only replaced the bad ones and the projects have been working for months now?!

They definitely have a specific shelf life...the stuff inside dries up.
You may find more info on them from their manufacturer's website or mouser.com spec sheets.

Yes, when speaking about capacitors.
As far as your other question...it depends really on what other components you're thinking of.
Some things last forever and will be working in machines long after we die.  rotflmao

I agree with Bunker -- if you're already in there, they're cheap enough to just shotgun 'em and not have to worry about them again for a long time.

Hey...What is this "shotgunning caps" procedure?
Can anyone explain how to perform that method?
I've heard it can really help with older PE+ poker video screens -
am I being misled?

Probably different for each manufacturer's product...
The only way to know for is to check the specs of the cap you're playing with.

It will also depend on the environment – especially for electrolytics.

I like the prices on the Nichicon electrolytic capacitors but Panasonic makes good ones too.
I generally just get whatever is available on the IC websites.
They usually last long enough for my liking.  yes
