Title: V-SYNC problem on Toshiba 510 UEB 22 with SANWA PM1723C

I have a JAMMA-cabinette with a Toshiba 510 UEB 22 monitor and a SANWA Electronics PM1723C PCB.

Colors and H-sync is PERFECT.
I run mame through a PC with J-Pac and Arcade VGA.

The Sanwa-PCB had a cap-kit installed about 3-4 years ago. Still looks great. I replaced the HA11235-sync chip the other day.

However, the V-SYNC NEVER LOCKS!
It rolls, slowly, but whenever you think it will lock it switches direction and rolls, slowly, the other way. :(
Just resoldered the V-Sync Hold Pot - felt a bit loose, but no effect. Still rolling.

Anyone have any good idea on how to solve this problem?
