I installed a wing board in my PE+ and can't get the bill validater to work. I followed to standard procedure and replaced the program chip with the set038, set the denomination and saved the settings. Everything appeared normal, but it rejects all bills.
Am I supposed to remove each game chip from the wing board and set it from there?

Nope, you did it correctly.

To be clear, is it attempting to take in bills, but then spits them back out? If so, your validator IS enabled (it won't even attempt to accept a bill if it's disabled), and you likely just have the wrong ID for the validator.

If you have a DBV-200, with the power off, flip dip switch 10 on the validator head and your problems should be solved.

It is a DBV-200. Dip switch 10 is in the on position. I have several other superboards and it works with them after I do the enable procedure. I am just having the problem with the one that has the wing board attached.

Have you tried flipping DIP switch 10 to the off position?

Some of the PE+ software calls for ID 22, while some calls for ID 23. DIP switch 10 controls what ID the validator is set for.

This board requires that dip switch 10 be in the off position.

For the record, it's not the board per se, but it's the software (chips) on the board that call for the bill validator ID.  Would you mind taking the time to list what chips you have on that board (to help document the wingboard and the software that is compatible with it)?  Thanks in advance!  yes

I found the wing board on ebay. The chips that are on it are x000203p, x000541p, x002043p x002025p and x000447p.

Excellent, thank you for that.  One last question related to the chips -- what chip are you using in the Program socket of the superboard -- XMP00017, or something else?  Also, what CAP/CAPX chip and what graphics chips (MRO/MGO/MBO/MXO)?  I'll put together a FAQ post soon with information about what's compatible with the wingboard, and your information will help a lot.

The program chip is a XPM00017. The CAPX is a 2298 and the graphic chips are CG2298's.

Interesting, that's not documented anywhere.  What's the paytable on it (ie. how much does each hand pay for a 1-coin bet)?
