... I was able to power the LCD monitor and touchscreen.  However, I have no picture.  Getting out-of-box monitor message, "NO SIGNAL".   I was, however, able to verify the touchscreen was working by navigating blindly (because I know where the menu buttons are on a Game King) and I could hear the corresponding button sounds.  So, the only thing not working is the picture.

Here is my question.  When I pulled back the conduit over the green, red and blue wires, I noticed a smaller wire encased in outer wire.  I "assumed" the casing wire was shielding, so I folded it back and didn't hook it up.  Instead, I only hooked up the inner wire.  Could that be my issue?  Do I need to hook both of those wires together?

Its a sheilded cable.
You should ground the the outer sleave.
