Why does unpinning the jumper on a SIB kill comm but not tilt the machine?

Micahd: I am trying to figure out why an Aristocrat Mav 500 and an Konami herculite 1.5v will not tilt into a progressive disconnect error when the Jumper at location #2 is removed on the SIB.  The LED code shows the same flash rate when I unhook the actual harness to the machine and that will tilt the game but that jumper will not.  The other jumper (#3) to the controller will tilt the game.    My WMS and IGT games tilt just fine under this same scenario.   Any help would be greatly appreciated.
