Never heard of a Game Plan slot machine. Should I take a chance or is this a boat anchor?  http://minneapolis.craigslist.org/ram/for/2251163484.html

Never heard of it, either.  Looks like a headache and a boat anchor to me, but that's just one guy's opinion.

WOW, Great detective work.  :3-

Certainly not a Bally machine.  :60- From the looks of the picture in the Craigslist ad the Formica looked like the style used in the early Bally EM's
Now that we know it's not a brand name machine and does not work, I changed my opinion.
Unless your the type that likes to solve puzzles, Stay away from that one.
You'll have a hard time finding any documentation or parts. It will only be a headache.

I'm sure Op-Bell would have some great info on the history of Game Plan, Inc.
