On one end there should be the voltage lights (5+1) and the other end should be the Host lights (2 transmit and 2 receive, Host1 and Host2 of each). Normally just Host1 for transmit and receive should flash, unless you have a weird tracking system.
If it's Host lights, check your tracking harness. If it's voltage lights, it probably wouldn't even work, but P/S, wiring, or CPU board are things to check. WMS backplanes are pretty well marked.
