can a machine that uses 3902 be easily converted to 044

Yes, it's easy on a 17" upright game, but not real cheap.  You have to install a new motherboard (backplane), and the MPU board w/software.  I recently upgraded my GK to a 044 board w/GK 6.2.  It took longer to configure the software then it did to install the hardware :89-.

ETA:  I'm not sure it's possible to upgrade older 13" & 19" (non plus) Game king cabinets

That is everything needed.  Pricing for a complete set up will run you between $700 to $850 depending upon whether you want to buy at "as-is not tested no warranty" risk from Ebay or a Dealer "tested working with warranty".
