Well I got my machine working. It worked well for about 40 to 50 quarters. making proper sounds and payouts. Then It would not accept any quarters and came with code 21 in the paid out window.

According to the manual,  21 refers to the coin comparitor tilt.

I have removed the coin comparitor - completely disassembled it and cleaned the optics. I found indication of burned components on the topmost board of the comparitor. In testing those components, they seemed to be OK. diode went one way, resistors had resistance.

I can clear the 21 by pressing the test button, but the machine will still not take quarters. When power down/ power up the 21 comes back.

All the while the candle is flashing - twice as fast on the bottom segment as the top.

Any suggestions on solving this issue?

Check your hopper...are the hopper optics blocked?
If so, then check the hopper brakes.

It's FIXED. It turned out to be the door optics.  The door lever would not fully seat unless pounded down with a block of wood.

Once the lever was fully down the optics lined up and the "code 21 went away. Now it plays well.

It really shouldn't be THAT hard to lower the latch.
It's possible the latch pins in the cabinet wall are loose or out of round?
If you're handy with a grinder, you can remove the door latch retaining bolts
and grind out the rounded door latch plate clasps an 1/8" of an inch for easier door closing.

In my restoration of this machine, so far I have only addressed  the internals where the bulk of the rust was.  My gola was to get it operating. Now I will begin fine tuning the rest of the machine.

I found at the center, where the door latches, a round pin which I believe pulls the door in as the latch pin is lowered to assist in complete closure. It was rusty. I have removed the pin and will take care of the rust on it tomorrow.

I also plan to work over the both the cabinet and door pieces associated with the latch. When I finish I anticipate the door latching completely with little effort.

I cleaned the rust off the roller and greased it lightly. I had to slightly straighted the center lock that went over the roller.

I then lightly greased all moving, latching components. Now the door slide operates 'smooth as silk' and the door optics line up perfectly. :3-

code 21 came back. This time it is the coin comparitor. I found a burnt resistor - the largest one - on the board. Also the connector header had loose pins at the solder joints. I resoldered  the pins and removed the resistor.

I contacted the manufacturer 'coin mechanisms' , sent them pictures, and they identified the resistor as a 510 ohm 2 watt resistor.

I found a local electronics dealer and had them order the resistor for me. I expect to get it early next week.

I'd love to be mistaken (for your sake), but I'm 99% sure that a coin comparator in an S+ doesn't talk to the machine, and can't cause a 21 error. I believe that only the coin-in optics can generate that error. (Someone please feel free to correct me.)

I finally got the new resistor today. I soldered it in, re-installed the coin comparitor, started the machine - no more error code 21.  The machine plays perfectly so far.
