The operators manual can be found here http://www.mamext.net/manuali/m79amb.pdf (http://www.mamext.net/manuali/m79amb.pdf) It might be possible to download the MAME romset, read the ones you have and compare if they are the same, if they are, program the other locations and try it out. From the picture it looks like you have 10T, 9T, 8T, and 7T, you need the 1-10U and 1-6T to fill them up. It is possible something else is broken, and someone pulled the PROM chips to fix another board, but without populating the PROMs 1st, it'll be pretty difficult to test the rest of the board.
