If the HOT checks good, it could still be the regulator as they're not overly durable componants. You might try checking the voltage at the center leg of the HOT while it's chirping and see what it reads. Normal operating voltage is 130v

It's firing then dying, firing then dying. Won't latch and stay on. Check the other cpmponants in the regulator circuit
