Title: Trying to convert an IGT PE+ Bonus Poker to a Multi-Poker game

I am trying to convert a working IGT PE+ Bonus Poker to a Multi-Poker game. I bought what was said to be a good working super board but when I received it, the battery was totally dead. I replaced the battery and installed the Multi-Poker game chips and put it into the machine and turned it on. Other than a green screen on the monitor, there is no game, candle or or other function. Does this sound like I have chip problem, or a board problem? The test button does nothing. Any thoughts would be appreciated.

It sounds like you might be missing a CAPX chip.
On a non-superboard this is a CAP chip.

Capx731 sounds about right for the multipoker.

This is a small chip

You would have had 2 chips - Game and Program then the 4 graphics chips MXO, MRO, MBO MGO and finally the Capx.
The absence of the capx or attemped use of a cap chip will give the results you describe.
You can also check that you haven't reveresed the Game and Program chips.

There is also the possibility that you put your chips in backwards. There is either a small hole or a notch that gets aligned with the same notch on the sockets.

Finally make sure all the legs are in the holes.

Just paid $35 for an X2174 CAP for the board. I thought that was kind of pricey but I needed it. I have all of the chips and they are in the correct positions and in the proper direction. All legs are in the holes also. All I still have is a green monster, ha! It's really disappointing.

Is your other board a superboard ?
If so move your other capx ..... over.
Worst case colors are wrong but you will know if the capx is your issue or not.

Carefully move your working chip set (program, mro, mgo, mbo, mxo, and cap) to the new board (leave the DATA socket empty) to figure out if your new board is bad or if your new chips are bad.

I changed the chips as you suggested, and the game comes up with Call Attendant CMOS. I put a clear chip in the program socket and held the test button while powering up the machine and when I released the test button the readout on the screen says Eprom Test OK, Clear OK. So, I believe that confirms that the board is OK. So now how do I determine if the chips for the Multi-Poker are not correct. Could it possibly have something to do with the CAP? My chips are as follows:
MBO XM00001P Checksum 006C114E
MGO XM00001P Checksum 0068229A
MRO XM00001P Checksum 005FC22A
MXO XM00001P Checksum 0069552C
PROGRAM XM00001P Checksum 0032AC27
CAP X2174 (at least that is what I ordered, but it came with no tag)

You likely didn't need to use a clear chip to get past the CMOS error, but that's a moot point.

I noticed you didn't mention that you have a DATA chip for your multi game set. Was that an oversight, or do you not have a required chip to make the set work?

I overlooked the DATA chip info but maybe, the reason that it is not working is my fault. I spoke to someone yesterday and was informed that I should have used M27C512 chips and I was not aware of that. I burned the programs on M27C256 chips as that is what was used on my Bonus Poker on the PE+ board. Can you confirm that I should be using the M27C512 chips?

Divide and conquer.

Swap out the program/data for the multi game set and leave the CaPx and M@O chips alone.
Your likely to get funky colors or ones that are not right.

If something come up swap our the M@O chips again leaving the CaPx
