Title: WBA 13 rejecting bills

I've spent 6 hours researching a resolution to this problem to no avail.

Details:
1994 S+
SP709
SS3442
WBA 13 SS
It was purchased without a DBA and a dead CMOS battery.

I have since replaced the battery, did a ram clear due to a 61 loop, installed a newly used BA head, transport, power supply, cash can and inner/outer housings. Also, used a SET15 to enable the BA and set denomination to $.25. Everything works perfectly except the BA. It will take the bill in, hold it for a couple seconds and then reject it.

The BA cycles on startup and the bezel lights up. Hopper limit is set to 9999 BA limit is 9000. Tested the transport by turning the machine off the flipping BA dip switches 1,2,3&8 on, turned machine on and flipped switch 8 off. With cash can removed BA cycled and accepted bills, with the can, in it cycled and accepted one bill and would jam. The bill will not fully go into the cash can, about  1/2" of the bill sticks out of the can.

Turn machine off, flip all dip switches off, turn machine back on, BA cycles and the bezel lights up, insert $1 bill, the bill goes in, hangs for a couple seconds and rejects. However, while the bill is being "processed" the insert coin light does a fast triple flash three times before rejecting the bill. I thought maybe wrong ID, flipped dip switch 2 on. Put a bill in and it was automatically rejected and the insert coin light flashed six times after the bill was rejected.

Hope I didn't leave out any pertinent information. All help and information is much appreciated as always.

Try turning Dipswitch 1 ON (on the BV) that 709 is very old and may need to be upgraded for the WBA I never tried that old of a chip
