Title: Namco Wild Safari slot machine reels issue?

I went to check on one of these machines for a lady nearby and it powers up and will accept quarters but when I pull the handle or press the spin reels button, the reels seem to try to spin, but stop instead. When I first turn the machine on the reels stiffen up just like on an IGT slot if that info helps any. I don't really believe this is an authentic slot machine really, seems like I saw one at a kids amusement park, it is a skill stop and dispenses tickets.

Any ideas as to what I can do to get it up and running again?

Do the reels spin freely when the power is off? Maybe not inserted completely?

Yes, they spin freely when powered down. There is no ticket dispenser on the inside of the machine, would that cause it to to work properly?
