I've just joined this forum, and your post is old - you may have fixed it by now, but IF this is a CRT monitor, usually top of pix faults can be traced to small capacitance electrolytics, (rather than large values - the larger ones affect the whole pix...) OR trouble with the vertical output stage transistors or chip. You could also check bypass electros on the power supply rail to the vertical output stage.
