I maybe wouldn't have found it quite so shocking (no pun intended) but the tape is masking tape not even insulation tape

WOW...bet it didnt last long either. Looks like a 4 watt lamp going into a 15 watt setup. People dont understand how dangerous THAT is. The way a flourescent lamp/ballest works is the ballest "Rings" with the incoming 60 cycle power to inductively "Kick" the voltage to around 700 VOLTS to get the lamp to flash over or ionize, then regulates the total current thru the ballast (or the tube would "Run away").The starting/running voltage will certainly ruin your day...or worse.
Don't underestimate the 24 Volt DC "ballasts" in the IGT machines. They are high frequency, so you dont get the 60 cycle muscle reaction...but they too will kick your ass...be careful around them :)
