Some games by design are what they call "highly volatile" (or labeled as HV on the IGT web site) which of course means they can really hit big. In this case it's because of the 100 lines of play and the stacked wilds....this is why we all love this game right?....50 spins of nothing and then all of a sudden a HUGE hit. So basically they build-in a lower hit frequency to protect the casino's interest. I would bet that most casino's have it set at the lowest percentage which is around 85% if I remember correctly.
