I have trouble with the 7.5vac circuit in a Bally 5000+ . I have verified that the transformer is putting out correct voltage. I pulled the 8amp fuse and tested from fuse back to transformer and had the 7.5vac. Checked the fuse and found zero resistance. When I move up the circuit to the door distribution board, I only read ~1vac+- at the 7.5vac test point. What I'm seeing is none of the small bulbs are lit. Thoughts?

9 out of 10 it's a bad ground wire in that area.
Start checking wiring for continuity with your meter.
