Looking at what I believe is an E-2000 (Series E - E2326-18).  The battery was dead.  I replaced it.  Still have the same problems.  This is a 5-Coin game.

Game turns on.  Display says 50.0000.  Drop in a quarter and it accepts it as Coin 1 and releases the handle, but then all 5 of the coin payout lights start blinking and it doesn't accept more coins.  The display changes to say "1" then "23", maybe a "123" error code?  You can pull the handle and the reels spin, but they don't stop to pay out.  Eventually the reels will slow down on their own, but I can pull the handle to spin them again as the handle didn't lock again.

Now, when I picked it up, I could get it to play sometimes.  If I dropped in a quarter and pulled the handle right away, it would spin normally and stop and pay i you win.  But if I waited a few seconds or tried to drop in multiple coins, it would go back to the problem.

I'm trying to get ahold of an E-2000 manual to see if that helps, but would appreciate an advice...

Got the manual, but I'm not making sense of the "malfunction" codes.  If I press the Test button, I can get into the tests.  If I press the Reset button, the display changes from 50.000 to 50.006 while I have the button pressed, then back to 50.000 when I release it.  After a couple presses, the game resets and the reels lock.  Then when I try to play it goes right back to the error.  Display flashes between 1.000 and 23.000...

Okay, I've determined that the error is 23.  The 1 is the number of coins I put in.  BUT - there is no error 23 listed in the manual (of course not).

I did see a post about 50.006 and some hopper issues, so I'll check there next, but I could really use an expert to give me some advice....  (please?)

I'm a newbie here but I encountered a similar problem. Reels kept spinning. I pulled out the reel mechanism and checked the switches on the cam by the manual and the adjutment was fine but one of the switches were bad.

Possibility the reel reader is bad?

Not sure about your error number.

Could this be a Military model? This is were a picture would help out.
A code 23 for the Military model is  "Drop Sensor Inoperative".
Here is the manual for that machine.

Thanks for the manual.  Finally some info that I can use.  I don't know why this isn't in the normal E-2000 manual.

And I'm not where I can post pics at the moment, but it has those fake LED Jackpot counters mounted on top...

since you can get into the tests, run them and see what the results are?   
test #1 is a reset  all lamps should go out, reels should lock in place.
test #2 should cycle through all the lamps, solenoids, etc.
test#3  should allow you to test the inputs, hopper payout switch, the two switches on the reel (left side rear)
test# 4 test the hopper, count out 10 coins
test#5 test the reel readers, usually to do this test I have the reel mech. pulled out half way, still engage in the tracks that align it , then call up the test, you will see a number in the display, the number corresponds to the reel symbols, o= cherry, etc. you can reach in toward the rear of the reel mech and partially disengage the reel locking device so you can move the reel to the next symbol without it free wheeling, the number should change to what that symbol is.  examples:  bell =1, plumb= 2, orange=3, this is what I mean, they may not be exact for your machine, but all the symbols should be the same number on all three reels.

these tests will test every function of your machine, and in theory if they work then so should your machine, the speed at which the reels turn can also be a fault, if they spin real slow this will also tilt the machine, when all five lamps come on and the tilt lamp comes on ,the machine is in a tilt mode and has to be reset, as you have discovered.
