I am not sure a PSP 3 was ever created, what is your application ?

I have a CD full of misc PSP versions. None are version 3.x
I also have had access to the Mikohn FTP/website which later became PGI (Progressive gaming International) before IGT bought and kiilled them.
There was never a  PSP v3 there either.

I am also looking for a download for a PSP program that works with windows and I also have been unable to access the submit a new file section. Any help?

PSP is a DOS-based program. Mikohn never made a Windows version of PSP.

Additionally, the Submit a New File section really isn't used anymore. I doubt there's even a copy of PSP in there anymore since the thing would get emptied on a regular basis.
