I have been trying to make this work for a few months,

I have a 3-coin Phantom of The Opera Kit. I  received a SS chip, 8189,  from RAZ that works.  The 3-coin mystery nudge & pay table are correct.
Problem is,
The Phantom of the Opera sound Sims  does not work., nor does any sound Sims  work.  I tried the 0042, Mummy, Etc.  I only get the  generics sound of the 1990's.
My Board is a S2000 1270. The board works for other S+ games, I only have one,   Triple Play.   Triple Play is a Type O game & the Phantom is a Type 23..

Is it impossible for the 3-coin Phantom Sound Sims to work on a 1270 board with a SS-8189 Chip?
Has any of the Phantom owners got everything to work with the 1270 Board?
Does anyone know why mine doesn't work?

This may sound a bit confusing but it's my analogy to your problem...

A couple of years ago, I came to an understanding that my Vision game had all the sound files in the sound folder on the CF flash card.
I uploaded the CF card to my desktop computer and downloaded a Hillbillies theme song off the internet that ends with "Y'all come back now!" right?
(Which by the way may still be on my youtube channel)
I swapped that with the bill acceptors' "beep,beep,beep" sound as it cashes out a TITO ticket on the CF sound file but kept the same name to match for whatever the bill acceptors' sound filename was.

The result was that I could change any sound in a CF flash card -
as long as I stayed within the perimeters of the file....time.
If the sound byte was too long, it wouldn't work.
So I cropped the sound byte that I wanted to trade...to the exact time of the original file.

Now, what I discovered as well, was that the CF sound needed a "trigger" so to speak -
that "trigger" to activate the sound file from the CF card  came from...the SB chip.

It sounds very confusing to me.
I will have to get in touch with my Slot Tech, Foster, & he can tell me what you said/

Basically,  your simm sound card needs an SB chip to pull the sound triggers -

the SS chip doesn't have any "fingers".

You need the correct SB chip and SG chips for your POTO game.

Yep, Bunker is correct I'm afraid.  If an SB chip was never developed by IGT for the 3CM version and the S+ chips are all that are available, the game will not produce the theme specific sounds. The 2CM version however does have an S2000 SB chip and therefore will work with the sound SIMM.

Add the sound data from the 2 coin Sb chip to the 3 coin SS chip?

It's hard to believe that already...the S2000 is a dead platform to IGT.
They used to post all the S2000 games on their website.
Place looks like tumbleweeds going through it now when you try to click on S2000 stuff...
It's like trying to find S+ stuff on IGT.  Tongue Out
