A little more info please..

Do you want to convert it to dollar denomination or do you want to fully convert it to take dollar size coins and pay them back from the hopper? Big difference...

OK, let try again... Does your machine currently accept any coin or any bills. My guess in that you have a machine that accepts quarter but not bills IE: quarters to dollar bills is what you meant by the title. You need to enable the bill acceptor if it is there with a set chip. If I am on the right track the next question is do you have a set chip?

At the moment it will accept qtrs and bills but it is a 25c machine, I would like it to be a dollar machine so when I put $20 in it only gives me 20 credits
and not 80, or 4 qtrs for 1 credit.

You can make it so a dollar bill will give you one credit by setting the machine to a dollar machine, but when you do that it is also going to treat the coin as a dollar coin. There is no way to set it so you have to put in 4 quarters to get one credit. Setting the machine will require a set chip.

http://www.newlifegames.net/spset/SPSS.htm   use this link to determin what chips you have. Then I will be able to tell you how to do it. I need to know what SP chip you have first.

Set chip is a seperate chip that must be purchased. It is used to unlock certain settings of the machine and enable bill validators after a clear.It does not stay in the machine, you remove the SP chip and install the set chip to make the changes and return the SP chip to the game. You need to get a set chip to proceed. I suggest a set015. Once you obtain one we can proceed. Try the vendors at the top of the page. I am sure all of them can supply you with one. Or post a WTB in the classified section.
