First pro lem is that your machine is not set to automatically "bank" your credits. This can be programmed in or I beleive you can do a temp set by pushing the cash credit button before inserting a bill. Your other issue is probably no coins in the hopper

yes there is no coins in the hopper! but when you put coins in it will only kick two coins out.  the machen is set-up where no coins are allowed due to state laws so there is no coin comp and there is a metal plate over where the coin head should be.

And that's ok for it to be that way. If you resolve the first problem the second won't be an issue. Make surd you set the hopper limit to zero though

Attached is the PSR for it.

Be sure there are no credits on the machine. This is the setting you need to change to 8_1

Bill Acceptor Pay Mode <0> [8]   The bill acceptor must be enabled with the set chip to change this option.  Options are pay coins from the hopper {2}, convert bills to credits {1}, or follow the player-initiated credit {0}.  If set to follow the player-initiated credit, bills are converted to credits if the player has selected the credit mode, or paid from the hopper if the player has selected the noncredit mode.

See this post on how to get to that setting. Note that if it won't let you change it AND there are no credits on the machine, you may need a set chip. This is an odd setting on this SP chip that needs to be enabled with a set chip before you can change it in self test. Most likely you will be ok.

No. Your BV is already enabled. Just see the linked post on how to get to it in self test. The set chip would only be used if the option won't change.

Bill Acceptor
Uses ID-023.  Acceptable bill denominations are $1, $5, $10, $20, $50, and $100.  If the bill pay mode selection is disabled, all inserted bills are paid from the hopper, regardless of the game credit type.  If the bill pay mode selection is enabled, the operator can specify in self test how inserted bills are paid.  Use the set chip to enable/disable the bill pay mode selection.

The above is seperate a thing from enabling the BV. It's for determing if you can change the BV credit options in self test mode or not. Most likely it's already enabled to allow self test changes.
