Why does the credit button, cycle, locking machine for about 10 seconds every 30/40 min

Its not actually time related. Its about every 100 spins.
There are two cmos chips, one on the removeable MPU boards and the other in the fixed motherboard.
After about 100 spins the accounting information is updated from the MPU to the motherboard, thus the pause.

But it doesn't take 10 seconds. IF he is talking about a IGT.
