Does anybody know whats supposed to cover the bottom fluorescent light on this topper?

Those came out around 2002 and had Spectrum progressive displays installed in the bottom.
Yours looks like it maybe had a piece of glass of some type in there because of the fluorescent lighting installed.

I would guess a Plexiglas insert with a fixed top award amount or something similar.
