Did you let the machine boot with just the game and other chips installed between the clear and set chip and clearing any tilts from the clear?

Hmm.  This whole thing is a little odd.

I'd for sure start by making sure you have a working board and/or chipset.  You don't need the bill validator to work in order to have a working game, so I'd do as Foster suggested and simply try to get the game running without the bill validator first.

On the "white screen" you got, was there any text at all?  Does anything happen when you press the self test button?  Is this board and/or chipset known to be good?

As noted before - boot the machine with just the game in it.
Go through the menus and set the machine denomination to the desired value.
Part of the PE+ checksum process is that the bill validator denomination must match the machine denomination.
SO if its not set on the machine then the SETCHIP process won't work.

I got my original board that came with my machine working with coins and bills. the board I bought off ebay is still having problems. I ran the cler chip it says  eeprom ok clear ok. I pull the board and put the game chip back in and I get a white screen(pic below) not sure if its a bad board or bad game chips,

This occurs when you don't have a caprom installed.
If this is a superboard and you  have a cap vs a capx that may do it as well.
