My Williams 400 has 2 Florescent light fixtures in the belly glass. The bottom one does not work (Changed tubes). Is this a ballast problem and is it accessed through the ballast box? I am slot challenged so I need very simple instructions. Thanks in advance.

on the inside of the door there are 3 florescent starters.
these are available at home depot. the top one is for
the florescent that lights the reel glass. the bottom two
are for the belly glass. swap the lower two around and
see if your problem changes. if it does, you need a new
starter (and maybe a new florescent tube).
