Check the wires going to your monitor from the motherboard...it might be loose...

Within your options, you will find a setting for your type of 'System'.  Within this option you will see that there will be choices such as "GDAP", "Bess", or "SAS" for example.  Change this to 'NONE'.

Ok.. done that but when i go into machine test @bil val its gives a code Failure (transp speed) ? im lost

It's telling you that there's an error with the dollar bill validator (possibly that the speed of the bill going through the transport is incorrect due to a weak or malfunctioning motor).  Is that a known good validator?  Are you able to get past the validator error and use the game with coins (start there, and then we can worry about the validator later)?

yes, I can use coins but the bill val wont take bills, the val resets but wont take them.

Do you have a known good validator assembly you can try swapping in?  At a minimum, it seems like you may need a new transport based on the error it's giving you.
