I have tried the Safe Clear a few times as well and the touch screen configuration never appeared.

Was touch screen working before the safe RAM clear? One way to tell if the touch screen is sensing input is the LED on the controller will momentarily dim whenever you touch the screen .  What machine do you have ?  Upright or slant top? 13" monitor or 20" monitor?

You should be able to unplug the monitor then pull it forward and tilt the top toward you so you can see inside and then line up the connector opening so you can re-plug it in.  Then turn on the machine and check the touch screen controller to first see if it is even lit up. It should have a green or red LED like show in the attached picture.  If it is working properly the LED will momentarily brighten when you touch the screen.  If that happens, then you know the touch screen and controller are responding properly so problem must be elsewhere (like possibly the MPU).  If the LED is not lit or does not change brightness when you touch the screen, then there may be a problem with the touch screen or the controller or else maybe it is not getting power (if not lit at all).
