Robert I need to add to this.  After you remove the key chip and power up with the base chip, to machine will try to boot and then that damn horn will start beeping. Just turn the jack pot key 4 or 5 times, the vfd will tell you to press the test button for 3 seconds, ( press it for 6 seconds, 3 is never long enough )  vfd will now tell you to close the main door, you then will get Call Attendant open the door and the horn will; start again, turn the key 4 or 5 times again.  It may tell you to press the test button again or the machine will boot up. ( you just never know )

When you use  key to enable key chip menu
re-installing the base chip does not cause any errors or siren sound normally unless there was a system or other error even before the key chip was used.

it will boot right into key chip menu as long the door is open if the door is closed then you get key menu faillure.
I have never had a key chip cause the siren sound to occur.

Foster When I get some machines in the first thing I do is clear the machine with a clear 97, then I use a Key 31,  When I power up with the base chip back in the machine I will get the horn at least once, sometimes two times. If the horn sounds off more that two times, something is wrong with the machine and must be fixed before you can continue with the key menu. If you think this to not be true, why don't you take a little ride to the West Coast I've got about 75 machines that need to be shopped and you can see for yourself.

Now why are we splitting hairs as to whether the horn sounds off or not ?? The point I was trying to make is, if Neno hears the horn he won't think he blew up his machine !!

Buzz, don't get mad but Foster said he doesn't get the horn when his keychip is in there...uh...not the base chip.
I think he misunderstood what you meant?
I get the horn when I put back in the base chip too...
I keep my hand on the reset key every time so I can shut it off immediately.

I'm still wondering if his VFD problem is because of a loose ribbon cable on the back of the VFD display?
I've had a bad VFD display, got the Netplex errors, swapped it out and problems went away!

OK, Just got home and tried a few of the suggestions.
a) I remember reading that a bad power supply can cause the Netplex error from this post
       http://newlifegames.net/nlg/index.php?action=printpage;topic=1885.0
I tried my other power supplies and get the same result so not sure if the power supply is the issue or if I have 4 bad power supplies.
b) When powering up the VFD reads PASSES SELF TEST (or something like that) So all the connectors are on the VFD and it is receiving power.
c) The error of NETPLEX DOWN is only seen with the Key 31 chip installed. The general lighting illuminates and the WBA cycles. I DO NOT get the two      upper amber lights on. I only get the second from the top amber light (this must be a clue)
d) My key 31 chip is installed on a IT chips 27C240-100 that were purchased off ebay here, http://www.ebay.com/itm/320738638179?ssPageName=STRK:MEWNX:IT&_trksid=p3984.m1439.l2649 they were to be comparable to the 27C4002. Not sure if this is an issue.

Until the machine completes the Key 31 set-up and I receive two amber light, I'm sure it won't continue the set-up. Actually I tried it with the base chip installed and got nothing. Just the VFD with the Call Attendant showing and no response from the key switch or buttons.

Anyway have to run back to work tonight so I'll keep trying the suggestions. Keep them coming I'm sure someone will get it.

I would try burning your KC31 to a different chip...preferably the ones we usually use for s2000's.
That would at least eliminate that question especially, if the amber lights come on with a different chip device.

Do you have any other s2000 machines ? If so swap boards with  the games on them and just turn the reset key  to reset and push button on cpu and see if game plays  this could narrow this down ?

Neon  I think your in better shape than you think.  First off all the key chip does is open the door for key config.  All key set up is done after the key chip is removed and the base chip is installed. I know it doesn't look like it but "Call Attendant" is a good sign. When you see Call Attendant open the main door ( this is where the horn comes into play ) turn the jack pot key 4 or 5 times while watching the VFD at some point it will say "press test button for 3 seconds, then it will change to close main door. after closing the door the machine will do it's thing and you will get a "Call Attendant" again.Open the door and Turn the key 4 or 5 times. you might have to press the test button and close the door again and you might not, you just never know.

I don't know about the LEDs Who is to say maybe one of them is burned out. I would think if your getting "Net plex down" it's ready for the key menu.  Scratch Head Scratch Head

Robert I wouldn't bet the farm on a S + but for sure the BV will cycle even if NO MPU is installed on a S 2000. I think S+ is the same.

Bet the farm.  The DBV on an S+ is powered by its own power supply which gets power as soon as the S+ is turned on, regardless of anything else.  It will cycle, even if the game isn't working (so long as the machine is plugged in and the S+ power supply isn't fried, of course).

OK, here is the latest up-date.
Turns out I had two issues going on. The first was the SB file for the I Dream of Jeannine was bad. No matter what chip I would burn it to my back-up file was bad. So I lost the original and my back up. I did find a 3CM and it work fine after I corrected the second issue, which was the CPU board was bad.

Now I have a working 3CM with 2CM R/T glass. If anyone has the 3CM R/T glass send me a PM.
I also posted in the WTB for the matching DVS card.
I installed the backlit reels and they look great.
