I have new igt upright s+. The previous owner has never seen the validator work. The bv seems to get power but I see a 4 pin male clip that has now female pair. I've searched around the machine for awhile to find the connection with no luck.  I think it's an easy fix.

Here is the wire diagram...Do you have a cash can installed?...You also may need the BV (Bill Validator) enable chip...

I have a cash can.  I took it out with the power on and the BV cycled.  I don't know about WBA's. bv enable chips.  I have other machines that Ive set up before.   I have a set chip for the other S+ machines I have.  I also see the dip switches and do not know which ones need to be flipped.

Cash can must be installed...Sounds like you need the BV chip...If you use a "Ram clear" chip, then you must use a BV enable chip to get the BV working again...
