Looks like a countertop gambling device of some type.

looks like a trade stimulator themed after a roulette wheel.also looks like its been modified the square numbers in the center look added on.

I dumped that picture of the game into the Google image search and found out what it was...it's a quiche!  Cry Laughing
I thing that image search needs some fine tuning.
