what SP do I need for a type 2 Haywire SS4080 to run on a 16 MHZ board?  I have alot of the 16s and would like to use them.

SP1146 and SP1229 are the only Haywire/Haywire Deluxe (TYPE 2 or TYPE 21) SP game proms
that I know of that could work on a 16MHz MPU board.
If your MPU has jumpers next to the board sockets -
make sure they are set for the correct eprom device size.

where is there doc on the jumpers?  I have seen jumpers on the boards but never had to be concerned about them.

16Mhz boards do not have jumpers near the SP or SS chips that is limited to the 10Mhz versions.

Per the SP/ST sticky post, SP1229 had been (incorrectly?) listed as 16mhz, but the PSR states it is for 10mhz. Unless someone has some evidence or personal experience to the contrary, I'd say that one won't be an option.
