Working on this for a friend of mine, but I'm a pinball guy so I'm a little green here. He sent the board out for repair years ago, and was told it was fixed. The two eproms at C4 and C5 are new, the CGI-A eprom is original. It looks like the boards has a few new caps. Usually when I plug it in, I get the first picture with the cards and what you can't see is a blue block blinking in the lower right corner above the red block. Sometimes if I reseat chips, I get the screen of garbled graphics. Never so I get sounds or action or any of the buttons reacting. I've reseated chips, cleaned edge connectors, swapped certain chips in and out form spare boards, but I don't ever get a change unless it's worse (like a blank screen).

I am not electronics expert. I know that electronics work on smoke as anytime you have smoke leaving a electronic device it never works again......
Now that I have clarified my skill set......

It looks like one of your colors is missing.
I would check the interface betwen the monitor and the machine at both ends.
If your lucky its a loose cable, these old monitors use RGB lines and a gnd for each line + a sync.
On the down side it could be the monitor has lost a gun.

The garble is garble and probably means your board is not seated right. I just hope your not reseating the board while it is on.

Despite the less than perfect display does the game play when its not garbled ?

I t does not play blind, but you might be on to something with the missing color. I'll focus on that. Thanks for the reply.

I found my "working" board was missing a graphiics eprom. Now that I have a clear screen, it won't take quarters. The coin comparator accepts them and the led flashes, but I never get any credits.
