You might get away with a nickel shelf wheel...might.
Check with Barry Foxslots or johntoomanynumbers ( rudy's ) on ebay?
They have a bunch of Bally hopper parts.

5 cent disc  won,t work   better shot with a dime disc  ,  a sheet metal  shop might beable to make you a penny one if you have the old hopper were its welded on you can remove disc by drilling out welds, we have changed 100,s to 25 cent from 5 and 10 cents

I tried using pennies in my Gamemaker with a nickel hopper but it didn't work. The coin acceptor worked fine, and when I turned the hopper slowly every coin seemed  to break the optics, but in actual use I kept getting coin out errors. It would usually stop with a penny sitting right on the knife waiting to drop. I didn't get any physical jams, just software errors caused by slight physical incompatibilities.

Steve I don't know what kind of hoppers you have been getting, but I've never seen a shelf wheel welded to the pin wheel.  And I've  seen very few drill bits that will drill weld.

If it's a coin comparitor, replace the sample coin with a penny. You might need to shim (or change the built in shim for) the optics as well.

We used a drill pressandto drill way over 100 of them off these were on the older  hopppers on 742 , 873 831 809 ,later they started using a removable plate held by screws , as far as the coin mech a old style dime can be made to take a penny by bending the cradle
good luck
