Actually I read that:

"This Bally Systems Slot Management Machine has been tested, but did not power on. Therefore this item is being sold As-Is."

As - 'I plugged it in to test it. I turned it on and smoke did not pour out, but it did not power on, so it's sold as-is'.

Actually, I think that what really happens is that all those free electrons running around get lost and start crashing into one another in the smoke-filled corridors. Anyone else notice in the pictures that two of the fuses are missing. That could be the reason
it didn't power up... Silly Me!

Those look like the output circuit protection fuses, I'd be more interested to know if there was anything in the one just to the right of those marked MAIN FUSE...
