IGT Vision Doesn't boot up. Doesn't do anything other then Florescent lights come on.
 
This is a picture of the game.

When powered on i get one Green two Yellow LEDS lit on the CPU and the RED LED flashes on and off. I hear a small pop in the speakers as the LED flashes. It sounds like it is stuck in a reset loop or something. The rechargeable battery was dead and has been replaced.

Any help would be appreciated.

Sounds like you've lost the boot up that's stored in the PMCIA ATA card that goes in the side slot of the LCD screen.
That RFA ATA card contains the operating system needed after the RAM lost it's settings due to the dead battery.

This particular RFA ATA card goes in for the one time only and saves it's
operating stuff to a RAM chip onboard the LCD computer's memory.
After, that - the LCD MPU reads the game info from the top PCMCIA BGM card.

You're going to have to tell us exactly what BGM card you have on top.
It may or may not actually be written onto a label on the outside of the top card.
I doubt that you have the side RFA card on hand?

You'll need to find the matching RFA card and start from scratch -
basically re-loading all the operating and game stuff back into the LCD's MPU.

This may or may not have nothing to do with the rest of the machine
as the the only that's on the machine's MPU is the SBxxxxx chip -
which matches the info on the top BGM PCMCIA card in the LCD's MPU.

Is that picture of the machine in its current problem state, or an earlier picture of the machine when it was working?

I don't think this is a BGM issue.
What is displayed on the VFD (blue display on the bottom left of the reel glass) when you power on the machine?

I get nothing on anything. No LED, LCD display , or Vacuum display activity.

Try a diffirent MPU board. I had this same problem on an enhanced MPU last week. Replaced the MPU and problem solved

I absolutely agree. In my case it was a 1270 enhanced board in a reel touch machine. When the problem came up I replaced the power supply first, then checked all memory batteries, then checked all connections and pins, then tried a clear chip, then tried a differant legacy adapter board, then tried the board in a differant machine, then tried a differant board in that machine. Which solved the problem. I noticed the green Varta 3.6v battery only measured 3.1v and the replacement board battery was 3.7. I don't know if this was a contributing factor, but the origional board was under warranty so I got it replaced and didn't explore to far. Although the new boards battery measured 3.6v, it was leaking a bit so I replaced it and the 2354 battery, did a full clear/reprogramming and the game is working fine. I want to stress that the problem was solved by the origional board swap. The biggest indicator of a bad board being the problem, for me, was when I tried to use a clear chip and it would not clear. Anyway, this is what I went through with mine last week, or was it the week before? I don't remember exactly, but I posted at the time
