Im not sure what i have here! The guide that came with it says AE2600 on the unit itself it has AL4-L1-U4C. Witch i understand is the type and specs or so on. But what i am looking for is to get it to take all bills. Is this a flash program or is it a chip update? It has the control box on the side of it with the dip switches, witch is confusing me cause i have talked to people that say both ways and with the other help i got here at the great NLG i know someone can help me! Thanks

Here's a couple of pictures.
The first one is the AE2600 Mars bill acceptor.
The second picture is the Mars AL4-L1-U4C bill acceptor ( 3 different styles really)
These were generally designed for vending games like arcade video machines.
 
Type in the numbers you've posted in your post or the ones I've highlighted here
in your browser and you ought to find all sorts of links to pdf sheets with tons of info on them.
Happs Controls has information sheets on them as well for free.
Your eyeballs will boggle a little bit when you see how much they charges for these puppies...lol

Sounds like you have an AL4 since you mention a control box on the side with dip switches.

This document from the Mars tech support website lists the dip switch settings:
